'Velveteen' means that it's like a velvet but made of a non-traditional material (in this case cotton). Velvet is typically drapey and made of rayon, silk, or polyester. The deadstock supplier called this "a corduroy without any wales" which will help you picture how it feels. It's midweight with a somewhat stiff drape and has substantial stretch so it must have a bit of spandex mixed in (deadstock fabric is secondhand from the fashion industry so we have to fill in the details). This would make luxe blazers, jeans, skirts, and more.
